EMPLOYMENT OPPORTUNITIES IN THE NYS OFFICE OF PARKS,
RECREATION AND HISTORIC PRESERVATION

TITLE/GRADE/SALARY HIRING RATE: ** Biologist 1 (Ecology) – Grade 18

DUTIES AND RESPONSIBILITIES: The Biologist 1 will help coordinate the Agency’s water quality programs to manage and maintain the water quality and safety at our state park beaches, pools and lakes. The work provides for public health and safety through support of the bathing beach monitoring program, and protection and stewardship of park lakes, ponds and streams. Typical duties include: gathering data, analyzing it, making recommendations and providing reports to Regional and Executive Staff to address water quality issues at State Park beaches and lakes; planning and scheduling field trips; submitting samples to appropriate laboratories for testing; completing appropriate tests and recording all measurements in the field and entering and filing data; leading seasonal staff and coordinating with regions on beach water quality monitoring and closure situations; making recommendations for additional sampling needs, watershed studies, or lake restoration projects; assessing and inventorying aquatic macrophytes at state park lakes, with a focus on aquatic invasive species; developing and managing lake restoration projects and habitat management projects (based, in part, on threats identified by scientists of the Natural Heritage Program), including preparing budgets and managing funds devoted to the projects, developing scopes of work for consultants, ordering equipment, and outlining monitoring needs; and preparing grant applications and managing associated projects.

QUALIFICATIONS:
For Permanent Appointment: Must be reachable on the Civil Service eligible list; OR must have at least one year of permanent competitive service as a Biologist Trainee 1 (Ecology), Biologist Trainee 2 (Ecology) or a Biologist 1 (Ecology). Employees in the titles of Biologist (Aquatic), Biologist (Marine), and Biologist (Wildlife), are also eligible for 70.1 transfer.
The candidate must show capability in communicating and working with regional staff and other Albany Office units to coordinate various aspects of monitoring and management needs and reflecting these in recommendations/reports. Experience with sanitary surveys and bathing beach requirements is a plus as well as experience with the EPA BEACH Act grant and its administration. Certified diving would be an additional asset, to provide such services as helping coordinate installation and removal of benthic barriers and in aquatic plant surveys.
